The Tobacco Market Commission (CMT) is the autonomous body created by Law 13/1998, of 4 May, on the Regulation of the Tobacco Market and Taxation Regulations, dependent on the Ministry of Finance through the Undersecretariat, competent to safeguard the neutrality and free competition of the tobacco market throughout the national territory through its regulatory and surveillance functions, to ensure market operators' compliance with all regulatory regulations through their powers of control, inspection and sanction, as well as to administer and supervise the State Tobacco and Stamp Outlet Network and act as an interlocution body with market operators.
TOBACCO MARKET COMMISSION
It is announced that during the period between July 15 and September 1, 2019 (both inclusive), the provision of face-to-face services of this Assistance Office in matters of Registration, will take place at the General Registry of the Ministry of Finance (Calle Alcalá 9, 28071 MADRID), whose opening hours are as follows: Monday to Friday from 08.00 to 15.00 h. and Saturdays from 09.00 to 14.00 h.

INFORMATIVE COURSES FOR HOLDERS OF SALES AUTHORISATIONS SUBJECT TO SURCHARGE (PVR)
On 18 September and 16 October 2019, the Tobacco Market Commission will hold two 1.5-hour free information sessions for holders of sales authorisations with surcharge located in Madrid, in the afternoon, addressing the regulatory regime of application (rights and obligations).
Interested holders may apply up to one day before each of the aforementioned courses by sending an e-mail to
firstname.lastname@example.org. As this is a limited capacity, the strict order in which applications are received will be taken into account until it is completed.
Registry of Operators, Facilities and Manufacturing Machines of the tobacco products traceability system is now available on the website of the
Fábrica Nacional de Moneda y Timbre.
By 20 May 2019 all manufacturers, importers, distributors and retailers of tobacco products must be registered as operators and register their
Manufacturing Machines and Facilities (warehouses, retail outlets, buildings or premises in which tobacco products are sold).
Those authorised points of subject to surcharge (POSSs)
shall have until 1 October 2019 to register as operators and register their POSSs as facilities.
In the case of retailers of tobacco products and stamps and their facilities, this registration may be completed by distributors in their name, for which retailers must give their consent for same. Once registered by the distributor, they must provide the retailer with all registry details, including the assigned code.
POSS owners may delegate registration as operators and of their facilities to tobacco product retailers, distributors or other operators, for which POSS owners must give their consent for same. Once registered by the retailer or distributor, they must provide the POSS owner with all the registration details including the assigned code.
