Local Authorities Local Authorities Financing Fund.

Local entities adhered to the Management Fund or the Economic Promotion Fund and which have formalised loans with either of them are required to send payment orders for the execution of payments of the maturities of long-term loans with credit institutions and with the Supplier Payment Financing Fund.

The budgetary, economic-financial, accounting and control regime of the FFEELL is that foreseen in the General Budgetary Law for the funds without legal personality mentioned in Article 2.2 of this law. It is the responsibility of the Secretary of State to formulate, approve and submit the annual accounts of the FFEEL.

The ACDGAE will determine the amounts of the FFEELL to be distributed by compartment and by EELL according to the financing needs of each of them that can be covered by this fund, as well as the financial conditions of the loans that are formalised in application of these agreements. An extract of these is published in OVEL for the general knowledge of the Local Authorities.

Sending of membership applications together with adjustment plans (or modification of previous ones) to obtain funding to cover maturities of long-term loans with credit institutions and the FFPP, withholdings to offset debts with the FFPP, repayments of negative settlements and execution of final court judgements, by municipalities that are at financial risk due to their negative financial situation and that are on a list of 'eligible'.
