Public integrity

The National Anti-Corruption PlanOpen in new window, announced by the President in Parliament on 9 July 2025 and approved by the Council of Ministers by resolution on 26 August 2025, aims to establish a clear roadmap to enable further progress towards a more ethical and transparent public administration. This paves the way for further measures to tackle corruption.

The measures follow the recommendations of the Council of Europe’s Group of States against Corruption (GRECO), the OECD, the European Commission and the United Nations Convention against Corruption, they also incorporate input from civil society proposed in the Open Government Forum.

Interministerial Commission for the Promotion of the National Anti-Corruption Plan

Ministry of Finance Integrity Committee

The Ministry of Finance Integrity Committee is a collegiate body responsible for driving and coordinating the department’s work on integrity, whilst also acting as a liaison with the Interdepartmental Commission on Institutional Integrity, with a view to proposing amendments to the General State Administration’s integrity system.

Ministry Anti-Fraud Action Plan

The Ministry approved its Anti-Fraud Action Plan on 3 June 2021, in strict compliance with Article 22 of Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021Open in new window establishing the Recovery and Resilience Facility, and Article 6(1) of Order HFP/1030/2021 of 29 SeptemberOpen in new window establishing the management system for the Recovery, Transformation and Resilience Plan (PRTR).

Internal Reporting System – Act 2/2023

Resolution of 13 June 2023Open in new window, issued by the Ministry Undersecretary, establishing the internal reporting system provided for in Title II of Act 2/2023 of 20 February, regulating the protection of persons reporting regulatory breaches and combating corruption within the remit of this Ministry.

Draft Framework Act on Public Integrity

The draft Framework Act on Public Integrity strengthens the entire anti-corruption cycle through prevention, investigation, sanctions and restitution to the Treasury.
