This channel is constituted as a point of access to the prior public consultation processes and public hearing and information processes in the process of preparing draft bills, draft legislative decrees and regulatory legislation undertaken by the Ministry and its dependent or linked public bodies, in accordance with the provisions of Article 133 of Law 39/2015, of 1 October, on the Common Administrative Procedure of the Public Administrations, and Article 26 of Law 50/1997, of 27 November, of the Government.
This point of access complies with the provisions of Order PRE/1590/2016, of 3 October, publishing the Agreement of the Council of Ministers of 30 September 2016, laying down the instructions to provide for public participation in the process of drafting legislation through the website of the ministerial departments.
PRIOR PUBLIC CONSULTATION. Open processes

The purpose of the public hearing and information process is to gather the opinions of persons holding rights and legitimate interests relating to draft legislation already prepared, directly or through representative organisations and to obtain any additional contributions that other persons or entities might make
