• Start. Takes place with the approval of the proceedings by the contracting body and the subsequent public announcement opens the bid submission process or direct invitation of those business persons previously selected to submit bids.
• Formalities. The business persons are selected based on the criteria established in the specifications, where applicable. Subsequently, the bid that obtains the highest score is evaluated and selected, when there is concurrence, applying the previously approved evaluation criteria.
• End. The procedure will conclude with any of the following decisions made by the contracting body: award, dismissal, waiver or declaration of not awarded.
• Enforcement. The execution of the contract implies fulfilling the object of the contract to the satisfaction of the unit in charge of monitoring and executing it.
