Subsidies and state aid constitute one of the most important tools used by the Administrations for the development of their public policies.

Subsidies are regulated by Law 38/2003 of 17 November (General Subsidies Act).

Article 20 considers the National Subsidies Database (BDNS), which, from 2016, is to be called the National Subsidies Publication System.

The BDNS is overseen by the General Comptroller of the State Administration. From December 2014, it participates in the Transparency Portal and supplies information on all subsidies and public aid awarded by the State Administration as of 2014.
